Is Echo now run by the State?
If so, do they accept the state pass?
Is there anything else that I should know about launching my boat there?

Yes and Yes. State park is open for business on Echo. They do honor the state park yearly pass. As far as other info, the water is dropping rapidly, so not so sure on the ramp status.

Hey Dale, did you make it up to Echo? If so, did you have any problems launching? How was the fishing? I want to get up there but I'm not sure if perch are worth targeting, so as a backup plan I was thinking about bringing down riggers to try for trout.

I did get up to Echo.
The bass fishing was very good but the larger bass were a bit harder top find.
We changed up after a few hours of bass fishing and started to look for perch.
I used a drop shot set up with a small jig tipped with worm.
The trout loved it but I only got one 8" perch.
The ramp was great. Very easy to use.

My buddy is the bass guy. When he goes with me on the boat, we usually target bass for at least part of the day.
I have learned a lot from him and enjoy chasing bass now.
My favorite fish is still Kokanee though.

Is there a gate there? If so, what time did you get there? Just wondering if the gate is open by 6am[:/].

There is a bar that raises and lowers at the pay shack. I don't know what time they open though.
The bar was up and I just drove in when we got there at 8:00 am.

I think most State parks open at 6am, hopefully. I wish there was someone I could call to find out for sure but thanks for the info Dale.
