So, it looks like UDWR will do some daily reports on whether cisco are running and ice/weather conditions (but those change VERY rapidly).  To see the daily report for Bear Lake, it is a little bit convoluted, but not bad.  You have to go to the link below.  Hit "continue".  Then go to the LEFT side of the screen where there is a vertical list, then click on "Fishing Forecast" and scroll down the list to Bear Lake.  It was updated nearly daily for the last few days.

Thanks Scott. Im thinking from what little im seeing and hearing, The main Marina is going go be closed to all boat launching Saturday with the polar plunge event along with all of the other festivities. but, im thinking even with the  bubblers going, you might not be able to exit the marina. will see what happens between now and then. Im thinking about driving up for the day again. It was fun to be there for all of the stuff going on last year and gives me an excuse to go check on the house and make sure things are all good there.
Went out to Wyoming this am to check out the deer on the winter range, from the top of Logan Canyon there was ice at the north end and from Garden Coty down to Gus Rich Point ice has formed along the shore and out from 10 to 30 yds depending on the loc. From Gus Rich south west shore was open until the state park where a lot of ice has been blown in from the north. Lake had a few white caps on it when we came back through around 2:30
Wow that is something for sure, Bear Lake icing up when everything else has hardly gotten any this year... That's one to remember... Later J

They usually shut down the marina from about 10am until about 1pm for all launching and retrieving.  I could be wrong?  I know I wouldn't launch there on Saturday.  Too much risk of not being able to get out of the water and damage to your tow vehicle/trailer from all the "citidiots" who come up that day and leave their brains at home and drive crazy.  Its supposed to go up to 35F on Friday so that would help open things up, but you just never know.  I'm waiting until the following weekday so I don't have to contend with anyone.  If the lake is open, great.  If its inacessible due to ice, I'll be dipnetting (hopefully) cisco from shore!  In the mean time, I hope to be ice fishing somewhere.
