DEP Environmental Conservation Police Make Arrests for Poaching The Connecticut Department of Environmental Protection’s (DEP) Environmental Conservation Police (EnCon) arrested three individuals for poaching or jacklighting deer in the town of Norfolk. The arrests were made on Friday, December 10, 2004 at 10:30 p.m. DEP EnCon Police were conducting poaching surveillance activities in a field in Norfolk when a pick-up truck entered the area and began spotting or illuminating the field with a flashlight in an attempt to jacklight deer. At that time, DEP EnCon Police Officers pulled the vehicle over and arrested the three individuals inside. The three individuals – Alphonse Roy, III (age 33 of Winsted), Tyson Gaudette (age 22 of Winsted), and Ryan Basso (age 24 of Colebrook) – each were charged with one count of jacklighting for deer and one count of possession of a loaded weapon in a motor vehicle. Mr. Basso, a convicted felon, was also charged with criminal possession of a firearm. In addition, the five firearms found inside the vehicle were confiscated by the DEP. Mr. Basso was transported to State Police Troop B in Canaan and processed. Both Mr. Roy and Mr. Gaudette were issued summons to appear in Bantam Superior Court on January 3, 2005. Jacklighting occurs at night when an artificial light (usually a handheld spotlight or vehicle headlights) illuminate an area where deer are known to frequent. The light is shined in the deer’s eyes, causing the deer to stand still, making it an easy target. The deer is then shot. Jacklighting is a serious offense since poachers using this method to kill deer are often unaware of the area and surroundings in which they are shooting. Deer hunting is legal in Connecticut from ½ hour before sunrise until sunset, Monday through Saturday. Hunting is not allowed on Sundays.
