For u bait fisherman get a clear bubble and fill it with some garlic salt and then poke two holes in it.(use a pin size hole) cast it out and the garlic salt will trickle out. great way to attract fish.

I put garlic salt on the chicken bits I use for catfish bait on Utah Lake. I haven't read anything in the proclamation that would lead me to believe you aren't allowed to.
edit: Upon thinking this over it sounds like it could be called chumming. I put the salt directly on the bait itself so I'm safe. I would be careful though about the bubble idea.

It is no different than buying one of those downrigger balls that you can fill with scent and upon trolling it slowly releases the scent through a piece of yarn coming out of the ball. shouldnt be illegal

Thanks for the opinions and thoughts. Sounded like a cool idea and just wanted to be sure it was on the up and up before I tried it. Our proclamation leaves alot of empty holes in it when it comes to what you can and cannot do if you ask me. The way I understand it, you can use attractants, (on certian bodies of water) but they must be part of your setup and released from such (i.e. from the bait,lure,commercial release mechanism). If you were to just release the attractant then that would be chumming????? This is how it was explained to me by some more experienced Utah fisherman.
I am pointing no blame here, just wanting to learn what I can and cannot do. I am very interested in the use of attractants but have yet to learn what is the best approach.
