To be honest I can't answer that. You'll need to look at the fishing regs. They are on the net. Idaho Fish and game.

I have found that the second pole permit is well worth the $12.50. The best advice I can give you is to check the regs or call the regional office before you go fishing. The only time that I can think of at the moment that you would be limited to one pole is when you are ice fishing bear lake or ice fishing the "no-bait" waters. There are probably a few other restrictions like boden mentioned at Bear Lake but I can think of any at the moment.
