Also, note that the guards lock the gate at "dusk"; which is open to interpreation by each guard. I spoke with a nice guard there last Friday after I threw a few lures (to no avail), and he said that there are certain parts of the lockup procedure that require light, so he starts shutting things down while there's still a bit of daylight. I'd say err on the side of caution.
They're also pretty strict--and rightly so--about maintaining water quality up there, as it is a main watershed supply for Salt Lake City. That means no wading, no swimming, no dogs, etc.

In a related note, while I was fishing there, I ran into a DWR officer. They've got a fish gate up on the inlet, and they're working to harvest eggs and milt for the Bonnevilles up there right now.
If you go up to Little Dell anytime in the next week or so, I'd steer clear of that area so the fellas can be successful. Apparently they've had people dismantle the fish gates, fish insided the traps, fish with pitchforks, and many other stupid human tricks in projects they've done in the past.

You can use a canoe. If you just want to fish from shore, you can park in the upper parking lot and hike in--no fee.
