While it is unlawful to transport live fish except as authorized for use as bait, cisco and whitefish are frequently used as bait even though they are not nongame fish. This regulation makes it clear that live cisco and whitefish may not be transported away from Tiber Reservoir, a popular place for collecting legal live bait fish. Keeping cisco in the reservoir maximizes the forage fish base.[/size][/font]

This regulation is consistent with protective restrictions for that section of the Yellowstone River into which the Bighorn River empties.[/font][/size]
