It is legal to fish with minnows in Idaho but there are exceptions.
#1 You can't use live minnows as bait. Look under "Use of Bait" on the bottom right corner of page 10 in the regs.
#2 There are some places that you can't use dead minnows as bait. Look under the "Upper Snake Region Exceptions" at the "Big Lost River"(page 53) and "Snake River, North (Henry's) ForK" (page 55).
