I just got an email from Rob Ryan of the Idaho Fish and Game on conditions of the ice on Magic Reservoir. Here it is:

Bill, our most recent report from the officer in the area (last weekend)
indicated ice conditions were not good. Apparently, there is about 4-6"
of ice, but the ice is of poor quality. In addition, the reservoir is
rising rapidly floating the ice cap and making shoreline access
difficult. I would recommend against trying to ice fish Magic until
conditions improve. Prior to the warm up anglers were doing well on
trout, but not on perch. We believe we have had one or two years of
recruitment, but the previous 3-5 years have not been good for perch.
There should still be an older age class of perch in the 14" range if
you can find them. Let me know if you have any other questions.
