Here is a handy freeware tool I found on another forum (refugeforums.com). It is labeled freeware and to my knowledge there are not any exclusions on use. This does not shrink the image down to the 400 pixel required to post pics inline at this forum however it will shrink the pictures down to a 55, 51 or 19k file size without loosing much quality for easy attaching and viewing. Very easy to use and failsafe for anyone.
Just download this .exe and run it, there is an install shield wizard to follow. This is virus free as I post it. If you do not want to download it from the internet, PM me your email addy and I will send it to you. The file size is about 1.2mb.

I had to upload the file to a file share place due to the size restriction on BFT uploads.
You must have MS .NET framework installed (see below for instructions).
First, have you downloaded the .NET framework that's needed to install/run the program or do you already have it?
If you need it, here's where you can get it. Once you download and install the .NET program, get the Service Pack 1 upgrade.
