The cats have been biting on the west side. They don't seem to be biting very early in the morning, but about 9 to 10 am they seem to start. The bite seems to slow by noon. I haven't stayed much past that, so I don't know how the afternoon or evening bite has been.
The cats have been up to 5 lbs. Very good fighters.
I have been catching them on minnows under a bobber about 3'

I fished the west side of Utah lake last Saturday and there was nothing until around 10AM. We tried the weed lines and the reeds deeper, then went ouot further into open water about 2-300 yards from shore in about 5' of water and in no time I landed a nice channel 2+lbs & 16", had I known they would be deeper I would have headed straight out there. I'd always had luck out further early or late in the morning. Most of the time it was pretty active until about 11Am then it died out altogether, we usually didn't stay any later than 1PM. We use a circle hook with a chunck of shrimp, sometimes with a worm, but most of the time without, and that seems to be a winner for cats, I've tried tons of other stuff with no luck at all.
