I have an old bow that I need to get re-strung so I can go out. Anybody have any idea how it would cost to do that. The string is loosing it's outer layer/sheath and it's fraying, I've shot it a couple of times but I don't know that I trust it.

If you watch any of the bow fishing videos on youtube they all have comments on how its such a waste of a good fish YADA YADA. I think they are more anti bow fishing than the PETA folks.

Maybe I am wrong, but I don't think it is legal to bowfish that close to homes. There a number of places I would love to go that are closer to my house than my usual "remote" place. However, I don't think they want you bowfishing anywhere other people can see you doing it.
From the 2007 Utah Fishing Proclamation:
Archery and spearishing is prohibited within:
(a) 1/4 mile of all existing developed areas, including shoreline campgrounds, docks, launch ramps, breakwaters and trail heads;
(b) 1/4 mile of any structure, “Structure” includes any building, shed, pump-out, boat dock, breakwater, permanent harbor fixture, camper, motor home, trailer, tent, or vehicle;

(d) 1/4 mile of Dangling Rope Marina, including any land or harbor based structures;
(e) 100 yards (300 feet) of any boats, unless: The person owns, rents, leases, or lawfully occupies the boat, or; Another boat moves into the 100 yard perimeter after the bow or spear fishing activity has commenced.

I never really looked that close. According to that reg it eliminates tons of places. Lots of places that I have been have a road that passes within 1/4 mile. Willard has a great place to go but I bet the campground or road are within 1/4 mile. The public places on the bear river are all within that distance also. Sounds kinda challenging to stay "legal". I doubt that there would be much come of it unless there were complaints. I would also say that all the fish I got that day went home with me. I was concerned with leaving fish rotting on the shore there close to the houses.
They have to put rules like that into place because there are too many folks who can't be trusted to act responsibly. Any time you put a bow or gun in the hands of folks they will manage to hit the nearest "structure".

I tried to locate your reg in the proclamation. That regulation applies to Lake Powell. I am not saying that there could not develop a problem where I did this but your quote of that regulation was out of context. Here it is in full context:
LAKE POWELL (Kane, Garfield and San Juan counties) See Fishing Across State Lines on page 8 for license and permit requirements, and Fishing Methods/Bait on page 9 for use of dead shad as bait in Lake Powell.
Chumming is only allowed for taking striped bass. ONLY commercially prepared anchovies and sardines may be used for chumming.
Gaffs may be used to land striped bass only.
Carp and striped bass may be taken by means of underwater spearfishing
year round.
Carp may be taken by archery equipment year round.
Archery and spearfishing is prohibited within:
