It is my opinion that the message boards became a liability the state figured they could do without. With some of the arguing and fighting that can happen on the internet they probably got too many complaints and threats of legal action. I don't think it had anything to do with the fishing section, there was a pretty controversial topic on the hunting dog section. While it didn't advocate the use of violence in the training of dogs, it did walk a line that didn't fit in well with many peoples opinions. Especially inlight of Mr Vick's much publisized mal-treatment of dogs. I don't believe this was the only thing that shut the boards down, but it was probably the proverbial straw.
This is only my opinion and not based on any inside information. It is pure speculation on my part.

Discussion forums. We have greatly appreciated the interest and
participation from everyone.
Over the past three years the traffic to the forums increased
substantially, and along with that came an increase in the kinds of forum
problems that we felt were incompatible with our role as a government agency.
There was no one single reason or incident that caused us to make this
decision. Instead, it was a tough call that we made over a long period
of time by weighing a number of different issues.

Cory just sent me this e-mail regarding the possibility of a temporary re-opening of the forum to salvage our in-box information.

I've been very discouraged by it all. My instructions were not only
to shut down the forums but to do so immediately -- any arguments to
the contrary were dismissed. I'm hoping that I'll be able to talk our
upper management into allowing me to reopen the forums in a limited
way to enable people to retrieve their private messages, but I've
gotten no feedback from the corner office yet on that one. I'd
suggest checking the forums link in a day or two to see.

Yeah, I was really bummed about it too. I typically checked out the posts on their board before heading out to fish.
It is my opinion that cost is the leading factor in the closure of the boards. Either the State was not interested in paying someone to moderate the boards and weed out any posts that were in bad taste, even though the State could set the rules on what they wanted to delete. If the traffic was too much then more hardware would be required.
My property taxes in Utah pay for other peoples kids to go to mediocre schools. My license fees pay for enforcement but most of the enforcement that I see is about alcohol enforcement on boats. When the water cops come up to your boat, do they ask to see your fishing license? No, they are looking for probable cause (number of life jackets, proper lighting, a throwable, etc) to see if you have been drinking.
It is just disappointing that some worthwhile return for my taxes gets cut so more money can be spent on pursuing more revenue for enforcement.
I agree that thoroughly agree that the private sector can do a better job than any government agency. Can you say, school vouchers? The long and short is that it is just a shame that the DWR will not put a referral (weblink) on their webpage to send people here. These boards are so much better. But, you'll never hear about them from the DWR or KSL; the Utah Establishment.
