I saw them for the first time at bass pro this past spring. It looks like fun. What should I look for in one? Do I need to have any special permit or anything to use one or just blow it up and hop in the water?

What exactly are you talking about? What kind of tube? You need waders, shoes or boots and flippers. You also need a life jacket, and in some waters a whistle or a horn.
Also there are some waters that DO NOT allow any tubes, but easy to spot which ones.
The V shaped are the prefered but any will work. Just remember it is your life, so try not to skimp too much.

Fly goddess pretty much summed it up. I would add that the waders are optional in some places, I know here in (Utah) we still do a little wet wading in the summer in most lakes. However if you want to float rivers you will need to look at the pontoons. IMHO the order you want to look at tubes is
V shape
U shape
and lastly O shape.
