Welcome to the board. You might want to pose this question on the Utah board. There are several of there members who fish the Bear frequently.

I've heard of a few catfish caught on the Bear River around Preston and some downstream of Preston close to the Utah boarder. I've never really fished it for catfish though. Alexander Reservoir (aka Soda Reservoir) has some ok catfishing in it and would be a better option than the Bear River around Preston. Good luck.

I grew up in Preston in the late 90's and we always used to go catfish fishing at night. We did have some success. We loved to go down to the Fairview pumphouse on the Bear River. We would fish just above the rock waterfalls. The problem with this area is that just about everybody who fishes for catfish in Preston, goes to this area. We did have a few great nights in similar areas by fairview by the Utah border when we got permission from some of the Farmers. If you are serious about it, I would go around and ask a few farmers if they would let you down on their property. Go scout it out during the day and find your holes you want to fish. I would also encourage you to stay away from worms for catfish unless you want to catch a lot of carp along with cats. My bait of choice was always dead minnows or cut sucker meat. Again if your serious about it, there are cats to be caught on the Bear by Preston.
