I don't know for certain.

I guess if you parked outside the gates (and out of sight from the gates!) and hiked in all sneaky-like, that would work. Just don't get caught! [laugh]

[cool][#0000ff]You can park just before the first gate, at the South Marina, and fish the inlet channel...or hike all the way up the dike to fish the area around the south marina. You can also park on the main road, and go through the water users building property and hike out on the north dike.[/#0000ff]

[#0000ff]Many anglers prefer to drive around to the SW corner and hike up over the dike and out onto the sand and fish there. You can sometimes find wipers in close enough to reach and almost always a few cats. There are clearly visible roads going up over the dike at that point, and it is relatively easy to pick your way down over the rocks.[/#0000ff]

[#0000ff]Actually, the dirt access road that goes around the south dike of the marina has several spots where you can park and hike up over the dike to fish without having to pay a fee. Just be careful working your way over the rocks and take bug juice and sunscreen. It is no fun to have to keep hiking up and over back to your vehicle for something you forgot.[/#0000ff]

[#0000ff]At the north marina, you cannot access any place for free, but you can park for $3 on the short road going out on the north dike...at the gate...and then hike as far around the dike as you wish.[/#0000ff]

[#0000ff]The bad part about shore fishing in most places around Willard is the low water. In high water years the fishing off the rocks can be superb. This year the water level is way out away from the rocks and the water is usually pretty shallow for a long ways out. However, there are some spots where trenches dug into the bottom come close enough to shore that you can hit 8 - 10 feet of water with a decent cast.[/#0000ff]
