I wouldn't expect the pond to be open to fishing for at least another year.
It has been stocked with fish. I'm sure you are aware that the area surrounding the pond is still a construction zone, and will be for some time. I don't think they'll allow the public in to access the pond until the whole "park" is complete. This is all my own opinion -- I have nothing to back this theory with.
I would also give the few bass that are in there time to get a population started.
I am impressed with the size of the pond. It should be a very nice pond when everything is complete.

According to the Utah Community Fishing guide it doesn't look like this year. The reason I say that is that the one here in Utah county by my me opens in June and is in the book with the opening date. Couldn't find anything about one in Cedar City. Never hurts to call the DWR office down there and just ask though.

I actually emailed mike hadley a couple of days ago to find out when it would open and He said, "The opening date is up to the city and they haven't yet decided. Most likely it won't be until next year, but they could always decide to open it later this year. The reason they are waiting is concern for public safety while the adjacent ball fields are under construction. The bass stocking was intended to get a spawning population started before the reservoir is open to the public. We'll be doing the same with bluegill in the next month or so."

Last time I drove past the site, I didn't see any water in it. Maybe I'm wrong where the pond will be. Isn't it North of Discovery Park, kiddy corner (this might be a stretch) from the Cathlic church?

Yea, I never drove around the east side of the dam. I thought West of the daw was where they were going to have the pond! But I saw the water last week when I investigated more.
I wish it would open soon. My son is just starting to say "She! she". Took him up to the beaver mtn lakes last week and he had a blast.
