Almost all of your rivers are going to be at high flows right now. Some may be coming down a bit. Focus on tailwaters, because even if they are high they will likely be more clear than other streams. Fish slower areas with big bugs right now.

Or you can go to the stillwaters and get some fish close to the shores right now.

I just checked the "Sticky post" on the top of the fly fishing page "Know before you go". It looks like the stretch between wanship and Echo is flowing, ok still. http://waterdata.usgs.gov/nwis/uv?10129500
Here are the flows I am sure it will be changing soon. I fished the Weber 3 weeks ago, before run off hit. I cross the river every day at 31 st and it is raging chocolate milk now.

I fished the Weber 2 weeks ago. I wanted to check out the water level below Echo just above Croyden and it was very high. It wasn't quite as muddy up there, but it was pushing alot of water. After that I headed back up above Echo near Coalville and jumped in. The water was up a little there as well, but it was clear and still wadeable. I fished for a few hours and caught 6 rainbows, 6 browns and 2 whitefish. All were in the 14 to 16 inch range. Haven't seen the water in a couple of weeks though now. Good luck!!
