Maybe someone can find the link with Utah lakes water temps but I can't seem to right now. I was at Quail Creek briefly over the weekend and I didn't see anyone catching fish. The water was very cold- probable upper 40's by feel. I imagine very similar situation at Sand Hollow.

I've searched around and I can't find anything useful. Are you making a trip down there? I know that you are knowledgeable enough to use the right stuff, the hard part is putting it right in front of their face. If you find out anything I'd really like to know.
