Interim Rule and Public Comment Opportunity
This rule establishes the regulations for the Voluntary Public Access and
Habitat Incentive, a new program authorized by the 2008 Farm Bill. The
program’s purpose is to provide grants to State and tribal governments to
encourage owners and operators of privately-held farm, ranch, and forest
land to voluntarily make that land available for access by the public for
wildlife-dependent recreation, including hunting, fishing, and other
compatible recreation and to improve fish and wildlife habitat on their
land, under programs administered by State or tribal governments. This
interim rule is effective July 8, 2010. Comments should be received by
September 7, 2010.
