I have used pop gear with a streamer in the past at Strawberry with pretty good success.
A flasher with a Rapala, now that is new to me!

Thats the same set up I've been using at E.C. A small dodger back 3 ft from the big azz weight and a 3 ft leader to a #7 broke back or a #2 needle fish.

I got the idea from an earlier ReelMasta's post, thanks, it worked. Although 3 feet behind the downrigger weight seems unconventional, but if it works, don't knock it. I've seen guys put pop gear attached to the ball and then just above it on the downrigger line put their release, and then 10 feet back their final tackle. Never tied it myself.

When I worked at Eagle Lake in California (near Reno), using very large wooly buggers behind blades was a popular "go to" method for many!
