Came across a pretty interesting article in the trib it basically stated a 2 milionl grant that would fund access to private land ... not sure when this may or may not go into effect but it was a good read. On the downside it did state an increase in general fishing license in addition to special license fee. [pirate]

Karpowitz told lawmakers that a $2 million federal grant made available by a program in the farm bill appears likely to come Utah’s way this year, and the state can use it to lease access and restore fish habitat. If lawmakers consent, there’s also a $300,000 appropriation of license reserve funds in the governor’s budget for next year. Combined, these funds give DWR a couple of years to boost an access-leasing program that so far includes only a handful of stream miles, and to see how many landowners sign up before determining the size of fee hike necessary to sustain the program.

For the whole article:

Thx for the post. Interesting article. It seems like a lot of the 'good' nearby streams are on private property now. I had some great days on the middle weber while we had the other laws in place. Miss it!

KSL article says we will pay higher fees for fishing license by 2013. All this crap to grant access to streams that we ALREADY had access to prior to this stupid bill. Seems to me that the lawmakers were looking for a way to line the pockets of some of their campaign contributers. What a JOKE!!!

So Federal Tax dollars are free right, like no one is really paying[pirate]. Are you sure you're not running for Office[Wink]? Just kidding and thanks for all the info everyone is providing on this topic. I don't have a problem with $5 a year or so per license going to improve access on private land but that should have been done without seizing our rights.

Farm Bureau did a great snow job getting HB40. passed. Now they have 2 million to split up. Ive get to get on that side of the gravy train.

Pookiebar hit the nail on the head!

Another laws suit needs to be filed to fix our politician problem.

Remember the Habitat stamp that was added to the license a few years back? Fisherman were being told that some of that money was for stream access. were is that money going now?

More fees,more fees, more fees

I am so sick of Utah politicians

HB 141, not HB 40. Just to avoid confusion on the topic.

They can get $2 billion and it doesn't guarantee one inch more of access. This all hinges on the private property owners being willing to participate, which is certainly no guarantee. Don't let these guys fool you into thinking this will be a significant change over the current system. Honestly, it could make a difference. But just as honestly, it could bring absolutely no difference to the current situation as well.

Asking me to pay an increased price so I can get less water than the Supreme Court recognized I had doesn't sit well with me.
