ST. PAUL, MN—Fishing in southeastern Minnesota's bluff-country trout streams might soon change as a result of the state's newly unveiled management proposal.

The 12-year plan calls for classifying streams or sections of streams as total catch-and-release, protected slot (12 to 16 inches), or standard, which would fall under general statewide regulations. Trout Unlimited and the Minnesota Trout Association have approved the plan, and the new regulations could be implemented as early as spring 2005, following public hearings.
