tackle box for over 20 years andI don't have a clue what it is. It looks like it might be homemade but if it ismy dad didn't make it. The only
possible use I would guess is somethingto do with a

the only thing I can say it looks similar too is a hook vise of some sort.. maybe for tying flies but it looks way too heavy for that...

that is exactly what that is, a fly tying vice.
this may be something your dad made if he was working in a machein shop. quite inginious.
we tinkers genneraly make things out of the mediums we are accostom to working with.. [cool]
nice find, clean it up, give it a paint job and pass it on down to your grand kids. use a clear laqure to give it the athentic look.
I just don't think its fishing related,possibly ended up in tere ,looks like an old construction too,used for making circles in concrete,but I have really no idea,its very interesting
