Was just up at the dam... cutler and they are still blowing water down the river,,so I went up logan canyon and up to bear lake and no its not full,,, my question is why are they blowing water down the bear when bear lake in not even close to being full

The water going below Cutler dam is mostly from the Logan River and Blacksmith Fork. All water coming down the Bear RIver from the Unitas is being stored in Bear Lake. And Bear Lake is only about 3 feet from being totally full. Supposed to gain another foot before runoff stops. So you are talking about two different sources of water. Plus there is still significant runoff coming down the Cub River and other Bear RIver tribs downstream of Bear Lake. Hope that helps.

They've actually cut down significantly on the water being released from Oneida. If you look here:

A couple of weeks ago the flows were twice that. These levels are actually fairly typical of summer time irrigation releases.
