Not ruling out this could be some sort of terroist plot but in my opinion I think its highly unlikely. Im no expert on the subject but from what i know Terrorists usually plot high value targets meaning a target that would inflict allot of damage to U.S citizens. Blowing up a Damm on a remote lake just doesn't seem likely. Maybe the hoover Damm...

Hmmmm. Story seems kind of convoluted. What country did they seem to be from? How old were the people left on shore? Women, children, or men? Did the person get license plates and vehicle descriptions?
If the person had a funny feeling, they should have called the authorities during and not after the fact.

wow, they appeared to be from outside the United States? hmmm wonder what they looked like to get that opinion from the WITNESS. I am sure that terrorist would try to blend in. I am also curious at what time they launched. Usually hard to get in to launch in the dark unless you were already in. They shined lights on the dam for several hours? That means they had to launch at what 2:00 AM To me another example of the paranoia we seem to embrace. Just my two cents.

What a waste of resources....people (especially that old lady) are getting way too paranoid. Wouldn't expect anything different from the people of Coalville tho. Maybe they were glassing for deer? If ya think a dam aint a high value target, think again. Remember the Teton Dam disaster in Idaho? It's scary to think what carnage would result if either Rockport or Echo dams failed. If Rockport went, It would almost certainly take Echo with it. Along the same line, if Jordanelle fails, it'll take Deer Creek & Provo will have a helluva wreck. A local windersurfer buddy of ours that lives in Charelston (he has been living there so long that he used to live in what we now call Deer Creek) was given a disaster map of the flood damage that Jordanelle would cause if an earthquake ect....brought down that dam. As he said to us, "I'd defininately be screwed, and so would the people below Deer Creek." According to that map Jordanelle's dam was constructed on a fault line. Scary thought for sure.
