Where, according to Utah state law, does a tributary end a reservoir/lake begin? I sent DWR an e-mail but I was curious if anybody here knew.

On page 63 of the Fishing Guide in the definition of "Lake" it gives your answer:
[indent]"...a stream flowing inside or within the highwater mark is not considered part of the lake."

Therefore, the moving water would be considered part of the tributary.

There are some exceptions:
One is deer creek. From the bridge down, its considered the reservoir- as far as regulations are concerned. I learned this years ago when I placed a call to the poaching hotline.
