Can anyone tell me how low the flows need to be before it is safe to wade the section between the dam and Conant boat ramp?

"Safe" is a relatve term. There are spots that are okay to wade right now, but be careful. Flows at the southfork can change quickly, and holes that may not seem deep can be bottomless. Use the buddy system and use a life jacket whenever possible.
Another reccomendation from a bad experience this spring on the salmon river is wear your wading belt. My feet were swept out under me crossing a shallow but swift corner and I came very close to drowning. My waders had what felt like an extra 100 lbs of water and I had to crawl to shore. SCARY!!

Personally, until main flows drop to 3k I'm not a fan of much wadding on anything above byington. I'll do a lot of it out of the boat during the summer but its areas I know extremely well. There are places in that river that goes from ankle deep to can't see the bottom deep in a half a step. Just a body of water that imo exteme caution is needed if you're hoof to wade it. Wearing a belt and a inflatable pfd are mandatory.

There's some side-channels above Spring Creek Bridge, just above "the falls", and not far above Conant, that you can wade fish now, even as the river still rages on. Its still fast and deep, and you're mostly shore fishing more than wading into the river. Fish were rising in there a week ago though.
