IMO, you will have a tough time catching macks from shore at Bear Lake. The only method that I have ever seen work catching macks from shore to what the locals call, long lining bait. They usually use a small boat or float tube to take the bait out to deeper water(100 to 200 ft from shore), then drop the bait and go back to shore and set up their rods with some slack and a bobber on the line, when a fish picks up the bait the line will tighten and you will see the bobber lift up. The main bait that is used is cisco but sucker or chub will work if you don't have any cisco. I would try fishing the shore at Cisco beach. Good luck and please post a report if you make it out.

Try casting large spoons, rapalas, blue fox vibrax spinners
something silver around the state marina off the rocks or along the beach at Cisco in the rocky areas. No guarantees that they have moved in there yet, but without a boat, this will be your best chance.

I second RileyFish this time of year traditionally has been good at first light off the rocks at the state park marina. I haven't heard if they are staging yet but the deer hunt weekend is usually good. Later J
