I wouldn't even worry about it right now. Even when they first close the gates partially you can drive around and have some access- hope that's legal[angelic]. You can check UDOT website if going up later and don't know if it's open. Look for seasonal road closures but they'll list it closed long before most access is a problem.

Considering I already hit the ice here in the Wasatch my bets are most of the lakes have some ice and might be hard to open water fish yet be too dangerous to ice fish. Well there are some up high that I can safely say are ready to ice fish.
