does anybody know if spirit lake, brownie lake are frozen?

Spirit lake was treated in September and they just stocked 5000 tigers that all is in that lake for now and says its unstable for now. That all I can say. UDWR website is helpful most of times if there's no info on the lakes on this website. If your planning to uinta and you have a snowmobile your best bet is places like mirror lake, lilly lake area.

It's a good bet that all the higher elevation lakes are frozen on the north slope of the Uintas. The warmer south slope has had solid ice at many lakes for a good month now.

You better pick a different drainage if you want to catch fish. The middle fork Sheep Creek from the head waters to below Spirit Lake was treated with rotenone in September. This includes Jessen Lake, Tamarak Lake, Lost and Hidden Lakes, and the Middle Fork Sheep Creek downstream a couple miles below Spirit Lake. As mentioned, tiger trout have been restocked into Spirit Lake.
