You can't use game fish as bait, and perch is a game fish. Just so you know. I am not sure how exactly it is legal to use it here in utah for other perch and muskie, etc. but I did call the Wyo. G&F last year and asked the same question.

Kind of, depends on what part of the perch. In Wyoming you can use the skin, eyes and entrails of sport fish that aren't salmonids, meaning you can use perch eyes, liver and other guts, but not the muscle. Who knows, maybe perch eyes will give a little scent, but probably aren't worth the effort. I would think shrimp or various ocean fish may work better. Funny enough, I saved some livers from some catfish and I may try them in a couple of weeks. With all tournaments in back to back weeks, those fish will see tons of sucker, carp, and chub. Wile those work, something out of the norm may pay off.

Can you use burbot skin and or meat since it is a trash fish?

Butbot is a fresh water cod. I wouldn't consider cod a trash fish. I would get some salmon from the store or some sucker from sportsman's.

Burbot falls under the non salmonid sport fish, which means you can use the eyes, organs and skin, but not the meat. I may be wrong, but that's what I understand from the proclamation.
