The lower Bear walleye will not go to Idaho to spawn but they could go up to area just below the Cutler dam.

People target them at Benson marina during the spawn right under the bridge and in the deep hole in front of the bridge and catch a few. There are a few secret spots too up stream from cutler and before the state line, but to find them you need to float the river between cutler and the state line a few times and keep an eye out for structure like cobble or cement piles that have been dumped in the river. Not too many, but there are a few spots.
There are quite a few walleye in cutler, so we know they are spawning somewhere successfully, but where is anybody's guess.
Also, up toward valleyview highway they catch them, so there may be more spawning habitat in the tributaries like the Logan that they are using.

Having never fished that river I am curious. How wide and deep does it get in general?
