What about motorized boats in multi-jurisdictional waters like the Columbia and Snake rivers?
Boats registered in Washington or Idaho do not need an Oregon-issued Aquatic Invasive Species Prevention Permit to operate or launch from Oregon into the Columbia River (Washington boaters ) or Snake River (Idaho boaters), or tributaries within ONE RIVER MILE of the Columbia and Snake Rivers for the purposes of accessing them.

I read this as an indication that I "DO NOT" need an invasive sticker from Oregon to launch in Brownlee on the Oregon side. Would you agree?

I asked F&G this exact question and the response was if I was in the Powder I needed the AIS sticker.

Yep if you go past the signs at the mouth of the powder, you need a snail sticker and an Oregon license. You also need them if you launch in Oregon or if you launch in Idaho and then get out of the boat on the Oregon shore and bank fish. My fishing partner got checked once when I let him off the boat near swedes to take a dump.

Yep. If you go into Oregon you need the sticker.
Just buy it online. You need to have it with you, not affixed/stuck to your boat and you can transfer/use it from one boat to another.
