Has anyone been able to see through the fog to see if it is all the way frozen?

I would like to know also. I'm thinking of going to cisco beach if the cisco are running

It is frozen completely. It is not very thick though. Especially on the east side. There were people breaking the ice to dipnet from shore this morning because it was not safe to walk on and cut holes.

As per our good friend BearLakeFishGuy who lives and works up there, you can call and find out first hand:

[#0000ff]"The Bear Lake office of Wildlife Resources began monitoring the Cisco Beach and State Park marina area on a daily basis last weekend. You can listen to daily reports by calling the office after 4:00pm. The number is 435-946-8501. PLEASE ONLY CALL AFTER 4:00PM"[/#0000ff]

Last time I called the number, it was very informative and helpful. I plan to give it a call again this evening myself.

If you look at the report on anglerguide.com under Utah, the outfitter has posted that there is 1/2 to 3/4 inch cap on the entire lake. The cisco are in and running thick. I called him on the phone and he said piece of cake dipping through the thin layer of ice from shore. Just make a hole big enough for your net(small axe or pick). I'm thinking about heading over in the morning to get my limit.
