Have you tried the new Hi-Float leader material by Orvis? I hear complaints all the time about the tips of fly line sinking. This should solve the problem, it is a multi hollow core monofiliment.
Rio is also making new lines with sealed loop ends so there is no place for the water to suck up in. This design has more of the floating material so it rises higher.

Been there, used it. Liked it. It floated.
Now I use the "Flygoddess' New and Improved Hand Tied Custom Built (no artifical flavoring added) Leaders"* using Froghair.
