You need to be up on your species identification. Non game fish are as many as you want just don't use them live. You can use game fish for bait but you must follow the rules. Bass, trout and other fish that have length limits for the water you're in and number limit. Fish like Perch and Crappie are as many as you want and any size.
I am not sure but you might need to put your name on it too.

If you use a fish with a length limit for bait, how do you prove he exceeded the limit when you only have half of him left?

I was not told how to comply only that I had to comply. My opinion I would not use a bass because there are other fish that make better bait.

You are correct, it's not legal to possess a bass under 12 inches in most of the state. You also have to kill everything immediately. Not sue about crawdads and frogs. Takes special permits to transport live fish.

I wouldn't use a bass, either, but your comment made me wonder about proving the live length of cut bait, hypothetically.
