But he did rule that the public has an easement to use its public waters in place for any lawful purpose, including all recreational activities that use the waters. So a landowner can't legalyl keep you off a steam you access in a legal manner. So yes it's not illegal to fish any public water even flowing through private land. If you have a different take on the ruling I'd like to hear the explanation if you want to elaborate.
On Wyoming,it's call sarcasm. Can be hard to tell when reading but I made it pretty extreme and didn't think anyone would take that seriously.
