Thanks for your feedback, everyone. We went out yesterday and used it, keeping it on a small plank of wood to keep it off the ice. That seemed to work, but it was also a warmer day yesterday than it was on the days we were having issues. I'm looking in to getting a larger propane tank + filter and we'll go from there.
