I honestly think they should get rid of the slot limit up there. There aren't any bluegill for them to eat so they're mostly just eating each other and invertebrates. Trout grow fast eating snails, leeches, scuds and such, but it isn't enough to grow big bass. I actually used to catch more big ones 6-7 years ago. No monsters but I caught some 18-19". I know there are a few really big ones in there now (probably eat the planters), but I think the low water hasn't helped overall. I don't see all that many small ones either probably from poor spawning habitat the past few springs. Almost everything I catch up there is right in the slot. The perch aren't what they used to be either because of this imho. It's still a fun place to fish, especially in the fall when it starts cooling off and there are some big bows thrown into the mix, but I'm not sure what's going to happen to that fishery with the ongoing drought.

BTW, how was the water clarity up there?
