State park Question.

Ok, I know State parks are closed to outsiders. Side bar ( Bull CRAP !) Question is, What about parking at the channel at Willard? I Guess it is part of the park but, not in the park.. No more parking on the road.. So ???

Here is a picture of the area (click on it to enlarge).  You can plainly see from the teal colored boundary line in the picture that this area is within the boundary of the State Park.  In fact, the road (S 2000 W) is within the boundary.  And ALL of the channel west of S 2000 W that people are fond of snagging, err fishing, from is also completely within the park boundaries.  So ???; don't go there if you don't live in Box Elder County.  Sorry - it is what it is.
