Warning levels are for those that aren't following the rules and have to be warned about them or someone that is spamming the site. You can be warned one day but the warning can be gone the next day, if it's a minor offence. In most cases a warning is in the form of a PM and that warning you are talking about is never used, unless the member needs to be warned more than once.
