There are a couple ways to send someone a PM. Most of the time I click on the user name of the person I want to send a PM to. Clicking on a user name takes you to the persons profile. At the bottom right side of their profile is a button that says "Send Private Message".

You can also send PMs by clicking on the "private messages" button found close to the top of every page of the forums as long as you are "signed in".
