Ice Contest Rule Clarification

In the rules set forth for the the 2014-15 ice fishing contest it states:

11. Utah public waters only. Reciprocal lakes count as Utah waters (i.e. Bear Lake and Flaming Gorge).

When fishing the Gorge or Bear Lake, do fish you catch on the Idaho/Wyoming side count because it is still considered part of the reciprocal body of water?

The wording sounds like it to me but want to make sure.

From what I know it has to be on the Utah side of the lake.

It does not have to be on the Utah side, just out of that body of water.

Redfrog is correct. It doesn't have to be on the Utah side of the lake. Fish caught in Wyoming at Flaming Gorge and in Idaho at Bear Lake count for the Challenge.
