The Proclamation states,
"No line may have attached to it more than two baited hooks..."
My question is this, if one fishes with a set up like a Northland Fire-ball Jig, which has a hook in the head of the jig and a separate stinger hook on a short piece of leader, is this considered one or two baited hooks?

That's a good question Kent. I have been thinking the same thing for a while now. I guess it would be up to the officer checking your rig. If you go by the spirit of the law, it would be OK, but if you strictly went by the letter of the law, you'd get a ticket. My guess is most individuals would go by the spirit of the law.

I'm not sure what kind of jig you're talking about, but are you putting bait on the hook that comes off of the head? I would think that if you weren't that you wouldn't even have to worry about it. It says no more that two "baited" hooks, it doesn't mention non-baited hooks.

The hook on the jig goes through the head of the minnow, and the stinger hook, which is attached to the jig by a short piece of leader, goes through the body of the same minnow.

Ah, ok....ignore what I just said then. :-)
Maybe you should write someone at the state with the question so that it could be more clearly addressed in the future? But, like someone already said, I would think that the spirit of the law would (or SHOULD) apply in this case.

I just received an answer from Tom Pettingill the Sport Fisheries and Aquatic Education Coordinator

Department of Natural Resources
Division of Wildlife Resources
"If your fishing it as one unit, baited with the same bait and it's
manufactured to fish that way then I feel it's one baited hook. If you
had a piece of worm on the jig and power bait on the treble trailer hook
then it might be two baited hooks. It's made to fish a night crawler
with one end of the crawler hooked on the jig hook and the trailer
hooked further back in the crawler. If fished that way, like I said I'd
consider it one baited hook."
