I'm going to find out exactly how this Anchor Permit pertains to folks who fish and on the water early or late.

It would appear that if you are on the water between 10 PM and 6 AM, you technically have to have the permit. I would guess they will enforce it heavily going past the 10 PM time but don't have a clue about early launches an hour or so before 6 AM. You will probably have to call the Sherriff and get a ruling on this from him. Anywho, here's the Amendment:[/#800000][/font]

It reads as though if you are not anchored, you do not need the permit. From reading what Dbob posted.
#1 identifies who must have the permit and it says, "overnight occupants". If you are not an overnight occupant it reads that you do not need a permit.
The way laws are written is important in how they are enforced. #1 takes precedence in the ordinance because it occurs first and outlines the conditions that the following sections become effective under.
From the way the wording "overnight occupant" appears it defines all other aspects of the ordinance. No overnight occupant, ordinance does not apply to you.

Any problem comes because in section #2, no definition of "anchored" is given and the words "overnight occupant" which would have clarified that the section only applies to those under section 1 that are "overnight occupants" is not included.
This is what happens when ordinary people write laws, they write them wrong and have to re-write them several times to get it all right.

$15 a night isn't going to stop anything and this action only requires that a permit is had, not that the behavior of the "overnight occupants" change. This is how our government works. No reigning in of the problem, just a tax on everyone, including those that have and will cause no problem. That is who will stop coming to the lake, not the animals, the regular public that has to now pay more to not have a problem solved.

Not to defame our police, but we all know what our buddy at Mantua is like. It would be very interesting to get some clarification on this just to be on the safe side. Since most of the ramps don't open before 6am anyway, that part is moot, but some of you that fish after dark may need it then !!
