Proposed Utah Bill to improve instream flows

I know I'm not the only one on this site that complains about water flows that aren't maintained at some minimium to protect our fishing resources. State Rep. Steve Sandstrom of Orem will introduce a bill to establish a 10 yr pilot program that would allow a water rights holder to lease water to Trout Unlimited to improve instream flows. Under current state law this is illegal! I'm not sure how the current law benefits anyone. If anyone is interested in this, more information can be found at
