Abandoned Vessel Arrest
On 1/7/08, EnCon Police Officer Steve Hajdasz was patrolling the Barn Island State Access Area in Stonington and discovered a vessel that had apparently been abandoned in the access area. All identifiable registration numbers had been removed, the vessel had been stripped of all salvageable material and it was evident that the vessel had been dragged from the water and left at the ramp. Officer Hajdasz found the HIN number on the vessel and was able to find the last registered owner, a subject from Massachusetts. Officer Hajdasz contacted the subject and arranged for him to meet at the Old Lyme Headquarters. Officer Hajdasz also found out that the vessel had been abandoned previously on a beach in Rhode Island and the owner, facing felony charges in that state, had a salvage company remove it and bring it to the Barn Island Access Area. The subject was arrested by Officer Hajdasz for illegal dumping and released after posting a $200.00 bond. The vessel was removed by the DEP at a cost of over $1000, which was including in Officer Hajdaz’s case report in an attempt to have the subject reimburse the state.

Illegal Deer Hunting
On 1/14/08, EnCon Police Sgt. Tom Bull received information that a subject was hunting deer after legal hunting hours in North Madison. Sgt. Bull responded to the area and met Officer Ray Ramos. Sgt. Bull had made arrests for late deer hunting in the area in the past. Sgt. Bull entered the woods and found a subject in a tree stand with a compound bow that had an arrow knocked. There was a large pile of bait in the vicinity and the subject stated he was deer hunting. It was over twenty minutes past sunset. Sgt. Bull escorted the subject out of the woods and met with Officer Ramos. The subject was arrested for hunting deer during closed hours and released on a promise to appear. His hunting equipment was seized as evidence.

Seafood Dealer Arrested
On 1/31/08, the State EnCon Police’s Marine District received information that a seafood dealer in Southington was selling lobsters that were less than the minimum length. This same dealer had been cited in December of 2007 for being in possession of lobsters that were less than Connecticut’s minimum legal length. Capt. Kyle Overturf and Officer Karen Reilly went to the dealer and were met by Officers Steve Stanko and Sean Buckley. An inspection was made of the establishment’s lobsters and twenty-two were found to be less than the minimum legal length. Officer Reilly issued a summons for the violation to the business’ owner and the lobsters were seized as evidence.

Illegal Gill Netting
On 1/26/08, EnCon Police Officer Mike Tavares was checking on a complaint of an illegal gill net in Ragged Rock Creek off the Connecticut River in Old Saybrook. Officer Tavares saw an individual tending a gill net in the area and approached the subject to do a license and catch inspection. The subject did not have his finfish license with him but stated to Officer Tavares that it was valid. Officer Tavares conducted a computer check of the subject’s license and found that it had expired in 2007 and had not been renewed. The subject did not have a valid vessel permit for his vessel as required. The subject was issued a summons for the violations and released.


WESTERN DISTRICT

Illegal Deer Hunting
On 1/2/08 EnCon Police Officers Chris Dwyer and Sean Buckley were checking a block of woods in Berlin where Officer Dwyer had made a number of deer hunting arrests in the previous month. Officers Dwyer and Buckley located a subject illegally hunting who turned out to be the same person that Officer Dwyer arrested twice in December for illegal deer hunting in Berlin. The subject was arrested for Criminal Trespass and Illegal deer hunting.

Assault on Police Officer
On 8/19/07, an ATV operating illegally at Black Rock Lake in Watertown struck Special Conservation Officer (SCO) Robert Clark. The ATV operator refused to stop for SCO Clark when ordered to do so and intentionally drove at and struck SCO Clark. After a lengthy investigation, EnCon Police Officer Ralph Concepcion identified the ATV operator. Officer Concepcion obtained an arrest warrant for the subject who he arrested on 1/9/08. The subject was charged with Assault of a Peace Officer, Reckless Endangerment 1st degree, Negligent Operation of an ATV and Failure to stop for an officer. The subject was scheduled to appear in court on 1/23/08 in Waterbury.

EASTERN DISTRICT

Marijuana Arrest
On 1/10/08, EnCon Police Officer Eric Johnson was on foot patrol on a trail at Mansfield Hollow State Park in Mansfield where he observed five people with two unleashed dogs stationary on the trail. As Officer Johnson approached, a female hid an item in her handbag. Officer Johnson could smell the odor of burning marijuana and asked the female if he could check her handbag. She agreed and Officer Johnson found several burnt marijuana cigar ends in a cigarette pack. Two of the other male companions produced small amounts of marijuana. The 22 year-old female and 25 and 28 year-old males were each charged with Illegal Possession of Marijuana.

Illegal Possession of Deer
On 1/25/08, EnCon Police Officer Eric Johnson received a complaint that a person was in possession of an untagged deer in Killingly. He went to the address and met with the complainant who showed him the untagged deer hanging in a dog enclosure. Officer Johnson went to an adjoining apartment and located the owner of the deer who said that a person who had crop protection permits gave it to him. The deer did not have a tag as required, so the 67 year-old subject was charged with Illegal Possession of a Deer. The deer was seized as evidence.

Vandalism/Theft Arrest
On 7/17/07, EnCon Police Officer Hans Danielson received a complaint that a log forwarder machine had been stolen from a logging site at Pachaug State Forest in Voluntown and located abandoned several miles away. The forwarder was vandalized and damaged at an estimated cost of $7000 and about $5000 worth of damage was done to State Forest gates and bridges. The heavy machine also damaged a private cemetery as it left the area. Officer Danielson and Seasonal Officer John Graves conducted a lengthy investigation. They interviewed several witnesses and suspects and consulted with other police agencies and as a result developed three suspects. Two arrest warrants for Criminal Mischief in the first degree and Larceny in the first degree have been served and one arrest is pending.

Illegal Killing of a Hawk
On 1/23/08, EnCon Police Officer Dean Wojcik responded to a complaint that a man had shot and killed a hawk with a pellet gun. Officer Wojcik proceeded to the residence and the 40 year-old suspect showed him a skinned bird ready for cooking. Officer Wojcik asked to see the feathers that were removed from the bird and confirmed that it was a hawk. The man was charged with Illegal Killing of a Protected Bird.
