what should i use for spotted sea trout as bait

I USUALLY FISH THE FORT PEIRCE POWER PLANT GRASS FLATS AND THE LAST 3 TIMES I WOULD SAY, I CAUGHT NOTHING. I USE A TWITCH AND RAP BUT STILL DONT CATCH ANYTHING. I GO IN THE MORNING BEFORE THE SUN COMES UP AND THERE IS ACTION WITH BAIT FISH BUT THERE IS NOTHING HITTING THEM. IM A LITTLE OFF TOPIC NOW BUT IF ANY OF YOU INSHORE FLATS TYPE ANGLERS ARE OUT THERE PLEASE GIVE ME A TIP ON WHAT TO USE FOR TROUT THERE ARE 4 SELECTINS YOU CAN CHOOSE FROM HERE.


A.LIVE SHRIMP
B.SOFT BAITS WITH A JIG HEAD
C.A DOA GLOW SHRIMP
D. NONE OF THOSE

I use (B) Soft bait with a jig head mostly but lately I have been using a top water plug that is actully was used for Bass fishing and it has been working really well so far.

I fish Pine Island Sound and Matlacha Pass. Over here, my choices, in order are: 1) live shrimp; b) a 1/8 oz. red or white jig head with a fluorescent green rubber tail; c) a DOA suspended under a popping cork.

In my area a jig usually works best any type of chicken color, I use electric chicken colored twister tails.
