California is so broke we can't even pay attention. Personally I think it is a crock , they are trying everything they can to get money. Whats done is done so we have to pay. It is at the point now that I can't afford to go fishing and if this New MPLA act becomes law we will not have any place left to fish. Our Goverment at it's finest.
